A complete proposal should clearly state module and inverter models, mounting structure, cables, protection boxes, earthing, lightning protection, installation, testing, monitoring and approval support.
Compare inclusions and exclusions before comparing totals. A low headline price can omit structural, civil or electrical work that becomes necessary after the survey.
